SUMMARY:History of the Transmission Policy Landscape
DESCRIPTION:Congressman Sean Casten (D-IL)\, Former FERC Commissioner Nora Mead Brownell\, and Rob Gramlich for a discussion on the history of the transmission policy landscape\, with opening remarks from Senator Ed Markey (D-MA). \nFollowing the 1992 EPAct with then-Congressman Markey’s inclusion of an open access requirement\, FERC used that law to issue Order No. 888 in 1996\, requiring public utilities to provide open access transmission service on a comparable basis to the transmission service they provide themselves.  \nHow has Order No. 888 impacted the energy industry for the last three decades? What has the transmission policy landscape looked like since then? From the perspective of serving in Congress and FERC\, our panelists explored how the industry has evolved\, where transmission policy stands in the context of recent history\, and how we can use lessons from the past to put forward effective policies in the future. \n

Americans for a Clean Energy Grid’s forthcoming interregional transmission principles lay out that FERC’s interregional transmission planning rule should include (1) a minimum transfer requirement\, (2) cost allocation\, and (3) the incorporation of interregional\, independently developed transmission lines in interregional planning efforts.  \nDuring this webinar\, NERC presented key data from their forthcoming ITCS study. DESCRIPTION:A year after publishing the initial transmission planning and development report card\, Americans for a Clean Energy Grid (ACEG) issued a new interim review of regional transmission planning processes updates planning practices and reforms that are underway. \nAcross the country\, several regions have initiated steps to reform their long-term regional transmission planning processes. Many of those reforms are promising improvements. However\, despite the promise\, many of these reforms are in their early stages of implementation and it is not clear what the final outcome will be or how it will impact actual transmission development. \nIn regions where planning reforms have not been initiated\, that may change going into 2025 as transmission planners are currently supposed to comply with the long-term regional transmission planning requirements in FERC Order No. 1920 by June 2025. This webinar checked in on the current state of transmission planning and highlight how each region is handling compliance so far. \n

DESCRIPTION:Recent winter storms have demonstrated the significant economic impacts and potentially deadly consequences for Americans living in regions lacking the capacity to import needed electricity during extreme weather events. In 2021\, an additional gigawatt of transmission ties between Texas and the Southeast could have provided lifesaving power to 200\,000 Texas homes and saved nearly $1 billion during Winter Storm Uri\, which killed an estimated 200 people. Similarly\, greater interregional transmission capacity could have helped avoid rolling blackouts across the Southeast when Winter Storm Elliott struck over the holidays in 2022. \nThe transmission needs demonstrated by these events are supported by dozens of federal\, industry\, and academic studies\, which tout the importance of building new interregional transmission capacity to ensure reliable\, affordable power. In response\, Congress directed the North American Electric Reliability Corporation (NERC) last year to study the existing transfer capability between regions. \nJoin transmission and regulatory experts for a virtual discussion on NERC’s Interregional Transfer Capability Study and prospects for FERC reforming interregional transmission planning. \n

Now\, the state is considering construction of a new 765-kV transmission “backbone\,” which would lower congestion costs and energy losses\, boost transfer capabilities\, improve reliability\, and present a tremendous opportunity for economic investment. DESCRIPTION: Recently\, PJM Interconnection took a major leap forward by approving a $6.7 billion Regional Transmission Expansion Plan (RTEP). The expansion plan includes a $4.6 billion high-voltage transmission backbone to strengthen regional power transfer capacity and interconnect new cost-effective resources\, just in time to support an expected 29.6 GW of new load that is expected to come on to the PJM system in the next 5 years. Bolstering its transmission system will support economic development\, as well as have major cost and reliability benefits for customers across the PJM region. \nAdditionally\, PJM is being more ambitious than ever in proposing multiple projects throughout the region to increase reliability and access low-cost energy\, such as the Maryland Piedmont Reliability Project and a line that would connect substations in West Virginia and Maryland developed by FirstEnergy.  \nPanelists on the webinar broke down the challenges associated with transmission development in PJM and what led to this recent breakthrough.
