History of the Transmission Policy Landscape

Congressman Sean Casten (D-IL), Former FERC Commissioner Nora Mead Brownell, and Rob Gramlich for a discussion on the history of the transmission policy landscape, with opening remarks from Senator Ed Markey (D-MA).

Following the 1992 EPAct with then-Congressman Markey’s inclusion of an open access requirement, FERC used that law to issue Order No. 888 in 1996, requiring public utilities to provide open access transmission service on a comparable basis to the transmission service they provide themselves.

How has Order No. 888 impacted the energy industry for the last three decades? What has the transmission policy landscape looked like since then? From the perspective of serving in Congress and FERC, our panelists explored how the industry has evolved, where transmission policy stands in the context of recent history, and how we can use lessons from the past to put forward effective policies in the future.
